Karrah Herring is a lawyer and served as Indiana's cabinet Chief Equity, Inclusion and Opportunity Officer, appointed by Governor Eric Holcomb in November 2020.[1][2][3][4][5] Previously, she was staff at the University of Notre Dame in her hometown of South Bend, Indiana for 10 years, from 2011 to 2021. At the university, Herring worked as the Director of Public Affairs.[2][6][7]
Herring received her Bachelor's Degree in Communications/Public Relations from Purdue University in 2005. She went on to earn her Juris Doctorate from Valparaiso University in 2011.[1][6]
Personal life
Karrah Herring was born and raised in South Bend, Indiana. She lived there until moving to Carmel, Indiana while pregnant in 2020 to be closer to her government position.[3] She has a husband, Ray Herring, and three children, Bryce, Brianna, and Ja'Mari Herring.[6]
Career
Early Career
She was staff at the University of Notre Dame in her hometown of South Bend, Indiana from 2011 to 2021. She worked as Consultant, Program Manager, Director and University Title IX Coordinator at the Office of Institutional Equity in the span of her work at the University. Additionally, she worked as ADA and Employment Compliance Program Manager from 2012 to 2014, and Director of Public Affairs from 2018 to 2021.[7][6]
Stakeholder Engagement
Herring traveled to a multitude of counties/cities in Indiana, working with community partners based in each to discuss equity and diversity. Some community partners include citizens energy, Eli Lilly, Purdue University and WISH-TV.[8]
Pathways to Purpose: Work-Based Learning Program
Pathways to Purpose was an initiative pursued by Herring in the Office of the CEIOO. The goal of the initiative was to be a paid internship for high school and college students from multiple backgrounds to learn skills like leadership, networking, and public speaking. It would be a hands-on program, allowing students to engage in concepts through action while helping the community have access to necessary resources.[9]
Equity Data Portal
The Equity Data Portal was a site meant to track equity throughout the state of Indiana. This would be the gaps in access to resources such as jobs and healthcare, and the steps taken to lessen those gaps. From there, the data would be used to further lessen those equity gaps and promote diversity in these areas.[10]
Next Level TEAMS
Next Level TEAMS is a training program created to encourage emotional intelligence and empathy, especially towards minority groups. The home page for the program said the following:

The PowerPoints would be around 90 minutes and targeted towards groups of 10-100.[11]
EFRGs
The Employee and Friends Resource Groups (EFRG) are groups intended to encourage diversity. People belonging to a specific minority group or allies to a specific group can join an EFRG to support members of that community. They operate separate from the state government, however, the Office of the CEIOO chose to create an EFRG group for the State of Indiana to contribute to equity throughout the state. Anyone could join the group, and it communicated through the Slack communication app.[12]
SBDC Quarterly Impact Reports
The Small Business Development Center kept track of small businesses and their economic management. The reports were created quarterly, and were established in the beginning of 2022. They only ever made 4 reports; for Quarters 2, 3, and 4 of 2022 and Quarter 1 of 2023. The reports were facilitated by the Indiana SBDC as well as the U.S. Small Business Administration, Indiana Economic Development Corporation, and the Office of the CEIOO itself.[13][14]
Elevating Hoosier Businesses
The Elevating Hoosier Business campaign engaged with businesses in order to establish and encourage economic development and equity within Indiana Businesses. The first group of businesses in the campaign were chosen in 2022, and were 22 business created by and representing underrepresented minority populations.[15]
Regional Impact Reports
The regional impact reports were created for the North, Central, and Southern regions of Indiana. The report describes how each region works to remove equity gaps in healthcare, education, and other aspects of life as well as the things they can do to further support diversity.[16] All of the reports were created in 2023 and posted in 2024, and all reports begin with a message from Herring before diving into the reports themselves, including areas such as Executive Summary, Calls to Action, and Key Definitions.[17]
Other
She owns a consulting company called Lucy Mina Consulting, where she works as a speaker and consultant for miscellaneous businesses and partners. Herring published a book through Lucy Mina Consulting called Boobs and Brown Skin: Moving Beyond Sexism and Racism in America. Herring also joined the Rotary Club of South Bend to discuss and speak on DEI initiatives.
Awards
Herring received the "Distinguished Alumni Award" from Purdue University in 2022.[18]
Mayor James Mueller gave Herring the "Key to the City" of South Bend in 2023.[6]
She was named in the Indianapolis Business Journal for both the "Forty Leaders Under 40" and "Civic Leadership" acknowledgements in 2023.[19][20]
