Dr Jose Conceição Almeida (Born Jose Conceição Monte da Silva Almeida; 06 March 1930 - 28 November 2017), popularly known as Dr. JC Almeida, is the only Chief Secretary of Goan origin[1], he served as a high-level Government official both under the Portuguese Colonial regime and thereafter when Goa gained independence from the Portuguese regime. He wrote the book 'Goa Administration before and after 1962' [2] which was produced as a result of his firsthand experience and expertise during this period, he systematically recorded the facts and features during this era. This book is used as a source of reference in the Goa University Library[2] and in other institutions[3]

He was well known for his honesty[4], integrity and administrative commitment towards the progress of the state of Goa, India, and the various articles and journals he has written are often used as references till date. He is a prominent personality in Goa, to have served as the first Chief Secretary of Goan origin and the first Chairman of the Goa Public Service Commision[5] of the independent State of Goa, India, in addition to many other roles in the government.

Early and personal life

Dr. JC Almeida was born in Bombay (now Mumbai) in the state of Maharashtra on 06 March 1930, to Jose Fremiot Almeida (Director of Customs, Mormugao) and Ida Genoveva Almeida.

He spent most of his early years in Goa. After completing his schooling at Lyceum, he pursued his studies in Portugal at the Instituto Superior de Ciencias Economicas e Financeiras, at the University of Lisbon, where he gained exposure to a variety of subjects in the area of economy, finance, customs, diplomacy and chartered accountancy.

At the age of 30, he married Dulcina Sousa. They had 6 children.

He died on 28 November 2017[6], at the age of 87.

Bureaucratic life

[2]In 1957, Dr. JC Almeida completed his studies in Economics in Portugal, thereafter he was appointed the Section Officer in the Ministry of Finance (Portugal)|Ministry of Finance, Lisbon. Around that time, prior to the independence from the Portuguese a role was created for the Chef de Reparticao de Estatistica (Head of the Statistics Department) in Goa, and he was appointed for the position, thus on the September 5th, 1958, he started his new role in Goa, and began his journey and dedication focused on the progress and prosperity of Goa.

He established the General Statistical Department in Goa during the Portuguese rule. Due to his high acumen and fluency in the economic sector he was appointed the Managing Director of Caixa Economica de Goa and, Consultor to the Emissora de Goa (Goa Radio Station). He was also an appointed member of the Junta Autonoma dos Portos e Caminhos de Ferro do Estado da India (now Mormugoa Port trust). He received high accolades by the Portuguese Governor General of Goa who published in the Boletim Oficial (now Government Gazette) praising his works. He used all his work experience to record facts of the administration under the Portuguese rule.

After the independence from the Portugues regime, he took up the Secretary role in different sectors of the Government, in addition to becoming the Development Commissioner of the Government of Goa Daman and Diu. He held the topmost position of the Chief Secretary [7]which is the topmost role in the bureaucratic government among the various high roles[8] he held in the government.

He was appointed as the Managing Director of Economic Development Corporation (EDC) and, thereafter he was appointed to be the [9]first Chairman of Goa Public Service Commission (GPSC)[10]. He contributed immensely during his tenure here to the society and administrative system of Goa.

He is cited in various books[11], journals and articles[12] related to the administration of Goa. His book 'Goa Administration before and after 1962' is a repository of facts and statistics related to topics mentioned below. He spent years noting down the facts in the book, with the earnest desire that this information collected would be used towards the progress of Goa, and for historical reference.
