Johannes P. Pfeifenberger (born 1964) is an Austrian-American energy economist and power engineer.[1] He is a Principal at The Brattle Group, an economic consulting firm in Boston.[2][3] His work has focused on electricity market design and transmission planning in the United States.[4]

Education and early career

Pfeifenberger was born in 1964 in Salzburg, Austria. He earned a Diplom Ingenieur (equivalent to M.S.) in electrical engineering from the Vienna University of Technology in 1989, and a Master of Arts in Economics and Finance from Brandeis University's International Business School in 1991.[4]

He began his career as a research assistant at the Vienna University of Technology, working on generation dispatch and expansion planning models. He subsequently joined Cambridge Energy Research Associates in Massachusetts before moving to The Brattle Group in 1991.[2]

Career

At The Brattle Group, Pfeifenberger has provided economic analysis related to electricity markets and transmission planning. He has testified before regulatory agencies including the Federal Energy Regulatory Commission (FERC) and various state regulatory commissions.[2]

He serves as a visiting scholar at the MIT Center for Energy and Environmental Policy Research[4] and was a senior fellow at the Boston University Institute of Sustainable Energy from 2020 to 2023.[5]

Transmission planning

Pfeifenberger has analyzed transmission infrastructure needs and costs for various system operators and regulatory agencies. His work has examined approaches to proactive transmission planning, cost allocation, and renewable energy interconnection.[6] In 2015, he discussed transmission planning challenges with Utility Dive, noting issues with interregional coordination and cost-benefit analysis methodologies.[7]

In 2022, Pfeifenberger spoke at a FERC stakeholder meeting about transmission interconnection processes. Canary Media quoted him on challenges with interconnection studies, noting that analyses focusing on individual projects can overlook broader system benefits.[8]

In 2024, he discussed transmission cost management at the National Association of Regulatory Utility Commissioners' annual meeting.[9]

Recognition

In 2022, Pfeifenberger received the Energy Systems Integration Group (ESIG) Excellence Award.[10] He is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE).[2]
