Jakob Hallgren is a Swedish diplomat and international relations expert, currently serving as the Director of the Swedish Institute of International Affairs (UI)[1]. He is also a board member of Uppsala University's Alva Myrdal Center for Nuclear Disarmamen[2] and Stockholm University's Institute for Turkish Studies.[3]
In 2021, Hallgren served as Sweden's Ambassador for Disarmament and Non-Proliferation,[4] where he represented Sweden in international efforts to reduce the proliferation of weapons of mass destruction. From 2018 to 2021, he was Sweden's Ambassador to the Republic of Korea, promoting Swedish trade, values, and peace efforts on the Korean Peninsula.[5]
Between 2012 and 2018, Hallgren was the Deputy Director of the Stockholm International Peace Research Institute.[6] His work included initiating the Stockholm Forum on Peace and Development, leading dialogues with North Korea and Iran, and managing peacebuilding projects in Mali.[6]
Previous roles at the Swedish Ministry for Foreign Affairs included responsibility for humanitarian aid and conflict management, European security policy, and representing Sweden in Geneva (2006–2010), where he worked on disaster risk reduction and humanitarian relations with organizations such as the International Committee of the Red Cross and UN agencies.[1] He has also served at Sweden's Permanent Mission in Geneva, the Swedish Embassy in Sarajevo, as well as with the Swedish Armed Forces (MUST) and Folke Bernadotte Academy.[1]
Hallgren holds a Master of Science in International Relations from the London School of Economics and Political Science, a Bachelor of Political Science and Economics from the University of Gothenburg, and a Certificat d'Études Politiques from Institut d'Études Politiques de Paris and is fluent in English, Swedish, French. His regional expertise covers North East Asia, Europe and Sub-Saharan Africa.[6]

- August 2024, he appeared in Studio Ett i Sveriges Radio together with Oscar Jonsson, Doctor of War Studies and Researcher at the Swedish Defence University - Försvarshögskolan, in a conversation on the war in Ukraine.[7]
- November 2024, he was again invited to Sveriges Radio, lending his expertise to a discussion on the evolving situation in the Russia-Ukraine conflict, following the US and other Western allies' authorization for Ukraine to strike targets inside Russia using long-range weaponry.[8]
- January 2024, he presented at the annual Folk och Försvar national conference on wavering balance of power in the world, alongside Robert Egnell, Principal of the Swedish Defence University - Försvarshögskolan.[9]
