Igor Borysovych Cherkaskyi (born on October 28, 1970) Kyiv – Ukrainian state politician. Head of the State Financial Monitoring Service of Ukraine. People’s Deputy of Ukraine of the 6th convocation. Civil servant of the 1st rank. Honored Lawyer of Ukraine.
Member of the National Security and Defense Council of Ukraine (from July 15, 2019)[2].

Business
Since 1997, one of the founders and co-owners, in the future one of the largest in Ukraine Credo-Classic insurance company, which was successfully sold to Austrian investors in 2008 .[3]

Employment
During the work in the State Financial Monitoring Service of Ukraine, which Igor Cherkaskyi started the second time immediately after the Revolution of Dignity, the SFMS was brought to a qualitatively new level, which gained authoritative international recognition.
In 2018, the analytical investigation, conducted by the SFMS was recognized as the best in the world. According to the results of the voting of the financial intelligence units representatives of 150 countries of the world, the SFMS got reward «Best Egmont Case Award» (BECA).
The investigation concerned the SFMS detection and freezing of criminal funds related to former high-ranking officials in the amount of USD 1.5 billion. The mentioned funds were subsequently confiscated into the state revenue. This is the most successful case in the history of Ukraine’s independence.
Due to the victory in the BECA competition, the title of the State Financial Monitoring Service of Ukraine was carved on the Special Memorial Board at the Egmont Group Office (Toronto, Canada), and the case of the Financial Intelligence Unit of Ukraine was included in the Best Egmont Case Award Book.
In addition, during 2016-2018, under the chairmanship of Igor Cherkaskyi, the SFMS has accompanied the process of the MONEYVAL 5th round mutual evaluation of Ukraine.
According to the MONEYVAL Report, the SFMS, as a financial intelligence unit, was highly rated – «substantial level of effectiveness».
Also, in 2016, Igor Cherkaskyi ensured the successful conduction of the National AML/CFT Risk Assessment. This is the first national assessment conducted in Ukraine. The assessment report received positive conclusions from international partners.
In 2019, in the context of the development of the issue on the beneficial ownership transparency, which is also coordinated by the SFMS, a team of state authorities and public organizations representatives under the leadership of the SFMS became a winner under the results of the pilot Program «EU Association Lab». The developed Conception of the mechanism of verification of ultimate beneficial owners called as “DO100%VIRNO” received the award «Most Innovative Solution».
A particular attention is paid to the training and retraining of personnel for the financial monitoring system. Thus, by the decision of Igor Cherkaskyi, the Academy of Financial Monitoring was established on the basis of the Training and Methodological Center, which was under the management of the SFMS. From March 2014, more than 8,000 specialists of the public and private sectors have been trained at the Academy.
