The Hong Kong Chamber of Seafood Merchants Limited (HKCSM) is a non-profit seafood trade association in Hong Kong, established in 1998, representing companies engaged in seafood import, wholesale, aquaculture and related supply chains.[1] Its membership comprises more than 80 companies, and members account for over 90% of Hong Kong’s live seafood importers and wholesalers, representing the majority of live reef fish traders in Hong Kong.[2]
Core functions and activities
HKCSM is involved in Hong Kong’s seafood supply chain and works to support the city’s food and beverage (F&B) sector. It helps to maintain the supply of seafood to restaurants, hotels, catering groups, wet markets and retail outlets.[3]
The Chamber actively represents industry interests in discussions with government bodies — including the Agriculture, Fisheries and Conservation Department and the Food and Environmental Hygiene Department — and participates in policy consultations on matters such as food safety and import quarantine standards.[4]
On 3 July 2017, then Vice-President (now President) Ling Man-sum represented the Chamber at a meeting of the Legislative Council Panel on Food Safety and Environmental Hygiene, where he raised concerns over the lengthy food safety testing required for live and fresh seafood and proposed the use of export health certificates for verification.[5]
Organizational structure
- President – Larry Ling Man-sum (凌民琛), who also serves on the Advisory Committee on Agriculture and Fisheries, the Fish Marketing Advisory Board, and the Expert Panel on Licensing of New Fish Culture Zones of the Hong Kong Government.[6]
- Council – Composed of representatives from seafood importers, wholesalers, and aquaculture enterprises.
- Secretariat – Responsible for day-to-day operations; contact information is provided on the official website, Seafood.org.hk.
Technology and sustainable development
HKCSM promotes international certifications, such as the Marine Stewardship Council (MSC) and Aquaculture Stewardship Council (ASC), organizes aquaculture technology seminars, and collaborates with research institutions on environmentally friendly packaging and cold chain logistics.
On 28 October 2011, it signed a declaration with WWF-Hong Kong (the Hong Kong branch of the World Wide Fund for Nature) pledging to trade only line-caught fish, to oppose the trade in live reef fish harvested using cyanide, dynamite or other destructive fishing methods, and to support efforts by Coral Triangle countries to strengthen the management and regulation of their live reef food fish fisheries and trade.[9]
Social connections
The Chamber maintains cooperative relationships with seafood trade associations in mainland China, Southeast Asia, Europe, the United States, Canada and other major exporting countries and regions, and is an institutional member of the Hong Kong Food Council.[10]
International activities
In September 2018, the Chamber took part in the 9th International Seafood Trade Forum, a Korea–Hong Kong international seafood symposium held on 5 September 2018 at the 35th floor of Central Plaza in Hong Kong. The event was hosted by the Korea Maritime Institute (KMI) and organised by the International Seafood Trade Forum (ISTF).[11]
