Dr. Heera Lal [1]is an IAS officer from the U.P Cadre. For his exemplary work in ‘90 Plus’ mission for the Lok Sabha elections 2019, he was awarded by Honorable Governor[3] of Uttar Pradesh on January 25, 2020, National Voting Day for Best Electrol Practice Award 2019[4]
Early Life and Education
He started his doctoral research in the area of ICT enabled good governance in 2015. He completed his Ph.D. in 2020 with the Title "Role of ICT in Achieving Good Governance, with a Reference to Uttar Pradesh: A Study of select Government Programs".
