Girish Narain Pandey (7 July 1939 – 28 March 2025) was an Indian politician, lawyer, and social activist affiliated with the Bharatiya Janata Party (BJP). He served as a cabinet minister for Law and Justice in the Uttar Pradesh Government and was elected as a Member of the Uttar Pradesh Legislative Assembly from the Sareni constituency in Raebareli district. Pandey is notably remembered for his role as a key witness in the legal case that led to the disqualification of Prime Minister Indira Gandhi in 1975, a pivotal event that preceded the declaration of the Emergency in India.[1]

Early Life and Education

Pandey was born on 7 July 1939 in Shivpuri, Lalganj, Raebareli, Uttar Pradesh, to Triyugi Narain Pandey and Kshama Vati Pandey, in a middle-class Brahmin family. His father worked in the Indian Railways. He completed his early schooling in Ajmer, followed by matriculation and intermediate studies in Lucknow. Initially enrolled at Motilal Nehru Engineering College, Allahabad, he later left to pursue a Master’s degree and a law degree from Kanpur University, graduating in 1960.

Social and Political Activism

Pandey was associated with the Rashtriya Swayamsevak Sangh (RSS) from a young age. While studying in Lucknow and later Allahabad, he became involved with RSS leaders such as Deendayal Upadhyaya, Atal Bihari Vajpayee, and Murli Manohar Joshi. He eventually left college to become a full-time RSS pracharak.

Returning to Lalganj, he actively engaged with the Bharatiya Jana Sangh. During the 1971 general elections, he worked as a polling agent for Raj Narain in Raebareli. His testimony in the legal case "State of Uttar Pradesh v. Raj Narain" was instrumental in proving electoral malpractice by Prime Minister Indira Gandhi. His evidence contributed to the Allahabad High Court's judgment disqualifying Gandhi, a decision that led to the imposition of the Emergency. For his political activism, Pandey was imprisoned for 19 months during the Emergency period.[2]

Political Career

Pandey contested his first election in 1967 from Dalmau as a Bharatiya Jana Sangh candidate. In 1991, he was elected from Sareni as the first BJP MLA in Raebareli district and was appointed Cabinet Minister for Law and Justice in the Uttar Pradesh Government. He was re-elected in 1993. In the 2004 general elections, he contested the Lok Sabha seat from Raebareli against Sonia Gandhi.

Throughout his political career, Pandey remained affiliated with the RSS and BJP. He participated in key political movements, including the Ram Janmabhoomi movement.

Educational and Social Work

With support from Vidya Bharati, Pandey founded several educational institutions in Lalganj, including Saraswati Vidya Mandir, Shishu Mandir, and Balika Vidya Mandir. He was also involved in establishing and managing multiple schools and colleges in Raebareli district.

Personal Life

Pandey married Veena Pandey in 1958. The couple had three daughters and three sons. He continued to live in Lalganj, Raebareli, where he was involved in educational and social initiatives.

Death

Girish Narain Pandey passed away on 28 March 2025 at Sanjay Gandhi Postgraduate Institute of Medical Sciences, Lucknow, a day after the death of his wife.
