Gennady Viktorovich Arkadov (born on July 26 1964 Moscow), is a Russian scientist, engineer, specialist in the field of power reactors and systems engineering.

G. Arkadov was a follower of Armen Abagyan, and for several years he was one of his Deputies. Later he continued to develop the Institute in the traditional areas of supporting the operation of nuclear power plants.

For twenty-three years G. V. Arkadov worked at All-Russian Research Institute for the Operation of Nuclear Power Plants [1]. Starting his diploma practice as a student at the Moscow Power Engineering Institute, he progressed from Engineer to Director General.

During the period of G. Arkadov’s work as Director General, the number of the Institute employees increased three times, new directions were developed: virtual-digital NPP, technological process instrumentation and control systems (currently it is independent enterprise JSC RASU [2]).

VNIIAES became an engineer-architect for the VVER-TOI project, “Training and Methodological Center of the All-Russian Research Institute for Operation of Nuclear Power Plants” (ANO DPO UMC VNIIAES) and Resource Management Center were founded.

Much attention was paid to training of the engineering personnel, modern methods in systems engineering. Non-Profit Partnership “RISE” for promotion of development in systems engineering was organized; one of its goals is to translate into Russian the Western engineering literature on the best engineering practices.

The Institute closely cooperated with such international organizations as International Atomic Energy Agency, World Association of Nuclear Power Plant Operators and Institute of Nuclear Power Operations.

Career

  • Since 2020 - President of the Russian Institute of Systems Engineering [3].
  • In 1987 he graduated from the Moscow Power Engineering Institute, where he specialized as Thermal Physics Engineer.
  • In 2003 he graduated from the Higher School of Economics, where he specialized in the “Enterprise Management”.
  • From 1989 to 2006 he progressed from an Engineer to First Deputy Director General of the All-Russian Research Institute for the Operation of Nuclear Power Plants.
  • From 2006 to 2012 he was Executive Director of the All-Russian Research Institute for the Operation of Nuclear Power Plants.
  • From 2012 to 2014 - Director General of the All-Russian Research Institute for the Operation of Nuclear Power Plants.
  • In 2002 he defended his thesis for the degree of PhD in technical sciences.
  • Since 2008 - a member of the Expert Council for Industry, Transport, Energy of the State Duma of the Russian Federation.
  • In 2009 he became a member of the Scientific and Technical Council of the Rosatom , Head of section “Technical Diagnostics and Information-Measuring Systems”.
  • From 2011 to 2016 - Head of the Department for Physical and Technical Informatics of the Moscow Institute of Physics and Technology.
  • From 2014 to 2020 - Vice President of the Russian Institute for Systems Engineering.

Member of the International Council on Systems Engineering (INCOSE). Expert in the field of vibronoise diagnostic systems, life cycle management of complex technical systems, systems engineering . editor and publisher of books on systems engineering.
