Frank Dahlquist is an American fire service leader, firefighter, and instructor based in Helena, Montana.[1] He has worked in structural firefighting, emergency medical services, and wildland fire operations across the western United States, and is known for firefighter training, leadership development, and readiness-based risk management.[2]
Education and career
Dahlquist has more than two decades of experience in structural firefighting, emergency medical services, and wildland fire operations across the western United States. He holds academic degrees in Criminal Justice and Fire Science.[3]
Dahlquist began his fire service career as a volunteer firefighter before moving into full-time operational and leadership roles. He served as Fire Chief of West Valley Fire Rescue in Helena, Montana, where he oversaw training initiatives, recruitment efforts, and operational modernization. He has also participated in large-scale wildland fire mobilizations in Washington, Oregon, California, Idaho, and Montana, including leadership roles such as task force leader and strike team leader.[4]
Throughout his career, he has held leadership positions including fire chief, training officer, and station captain. As fire chief, he managed operational functions including finance, human resources, training, logistics, planning, and operations. Reported accomplishments during his tenure include implementing branding and marketing initiatives, increasing volunteer membership, delivering multiple firefighter academies within a year, and contributing to updates in mutual-aid planning, resource management processes, communications planning, and county-wide recruitment efforts for volunteer firefighters.[5]
From 2011 to 2021, Dahlquist served as an instructor with the Washington State Patrol Fire Training Academy, teaching modern fire science principles. He taught recruit academies for Firefighter I and II and provided instruction for experienced firefighters in fire officer and instructor courses. His instruction has been described as influencing more than 900 firefighters and agencies across Washington State.[6]
Dahlquist has participated in multi-agency regional initiatives in Washington State, including work on standardized fire engine specifications intended to improve training consistency, support firefighter-centered design, and reduce injuries. He has also led a county-wide effort to establish a regional hose-load standard intended to support consistent fire attack deployment methods across automatic-aid agencies.[7]
Dahlquist emphasizes readiness, disciplined risk management, and servant leadership within the fire service. He has referenced the phrase "Be Ready" as a guiding principle for training and leadership, advocating continuous education, accountability, and preparation.[8]
