Edmundo Salas Garza (born March 11, 1953, in Saltillo, Coahuila) is a Mexican economist, academic, public official, and author. He has held key positions in the Mexican federal government in areas such as education, social development, indigenous affairs, migration, and national security. In 2025, he published the memoir Tiempo de Salmones ("Time of the Salmon"), reflecting on his public service experience and recent Mexican history.[1]

Education

Salas Garza earned a degree in Economics from the National Autonomous University of Mexico (UNAM) between 1972 and 1976. He later completed a master's degree in Economics at the CIDE (1980–1982), and another in Planning and National Security at the Naval Superior Studies Center (CESNAV) in 2006–2007.

Professional career

Academic work

From 1976 to 1982, he was associate professor of Economics at the Universidad Autónoma Metropolitana (Azcapotzalco campus), where he also served as faculty representative. He later taught Mexican Society at the Universidad Pedagógica Nacional from 1982 to 1984.

Between 2009 and 2020, he taught courses in national security and public administration at the National Institute of Public Administration (INAP).

Public service

National Indigenous Institute

From 1984 to 1986, Salas Garza was deputy director of Economics and Infrastructure at the Instituto Nacional Indigenista (INI), and from 1986 to 1988 served as state delegate in Chiapas. He designed the National System of Community Funds for Productive Projects, approved by President Miguel de la Madrid in 1985. The model influenced later programs like Solidaridad, Oportunidades, and Prospera.

Ministry of the Interior and CISEN

From 1988 to 1993, he was Director of Immigration Inspection at the Ministry of the Interior, where he created the first Beta Program for migrant protection in Tijuana and Ciudad Hidalgo. In 1991, the U.S. Attorney General formally recognized his efforts to combat internal corruption and protect human rights.[2]

In 1994, he was appointed General Director of Intelligence at the Center for Research and National Security (CISEN), where he oversaw the modernization of the agency’s information gathering and state coordination systems.[2]

Secretariat of Public Education

In 1995, he was named General Coordinator of State Offices at the Secretariat of Public Education and soon after became General Director of CONAFE (1995–2000). He developed programs such as “Shared Classroom,” “Post-primary,” “Cultural Caravans,” and direct financial support for local school management.

From 2001 to 2005, he served as General Director of Educational Services for Mexico City, where he implemented a decentralization policy and improved school performance metrics nationally.

From 2007 to 2020, he led the consulting firm Martínez Salas y Asociados, S.C., as general director, focusing on strategic planning and project management.

Literary work

In 2025, Salas Garza published the memoir Tiempo de Salmones, which blends elements of personal memory, political analysis, and historical commentary. The book addresses topics such as indigenous policy, public education, intelligence services, and migration through the lens of his professional experience. The digital magazine Periodistas Unidos described it as “a luminous journey through the deep waters of memory and history.”[1]
