(D.R.) Dyuti Rani Doley Barman is a retired Indian Police Service officer.[1] from Assam, Northeast India. She is also the first direct recruit female IPS officer from Northeast India and belongs to the Mising/ Miri tribe [2][3]. She joined the services in 1986 and was allotted Jammu and Kashmir as her cadre . As a young officer Doley Barman worked in various positions as SDPO Reasi, SP traffic Kashmir and as SSP of district. During her tenure as AIG (Pers) PHQ, J&K, she helped formalize transfer policies, established a grievance cell within the Police Headquarters and brought about transparency in the recruitment policy among other things[4] before opting for her first deputation to Assam Police as the Superintendent of Police. As SP security in special branch she was responsible for training the personal security officers and for revamping the security for protectees and vital installations. She returned to Jammu and Kashmir to join as DIG traffic. before joining the Central Bureau of Investigation, CBI as a DIG. During her time in CBI, Doley Barman was responsible for investigation of high profile cases against senior bureaucrats and custodial killings by the Indian Army. She was also incharge of investigating oil scams, university scams, bank frauds etc. in Delhi and the Northeast. Doley Barman joined the SSB as its IG (Frontier Headquarter Patna) and then IG, (Frontier Headquarter Guwahati) where she took charge of border management during the Nepal elections and handled the Bhutan border. [5]. She joined PHQ Jammu and Kashmir as ADG PHQ where she revamped the budget management, purchase/procurement and welfare measures. Doley Barman chose to join the Northeast Police Academy in Meghalaya as its Director [6]. During this time she worked on the infrastructure and the training methodologies to prepare recruits for their future in the services including a foreign visit for direct recruits to learn with the policing agencies of other countries [7], something she continued in the National Police Academy in Hyderabad [8] as the director. Doley Barman returned to Jammu and Kashmir to retire as it's Senior Most lady IPS officer [9]. She has received the Indian Police Medal for meritorious service and the President's Medal for distinguished service during her time as an IPS officer. [10].
Early Life
Dyuti Rani Doley Barman is an Alumni of Loretto Convent Shillong, Tashinamgyal Academy Gangtok and St. Joseph's Convent Kalimpong before enrolling in Lady Shree Ram College, Delhi University where she studied English Honors. She is the Daughter of (Lt.) Sarbeswar Doley, who was a forest officer who retired as the Chief Conservator and Advisor to the Government of Bhutan and Premlata Doley.
Personal Life
Dyuti Rani Doley Barman is married to (Rtd) Colonel Padmalochan Barman, an Indian Army, Kargil war veteran [11] who's unit played a crucial role during the kargil war.[12] She has a daughter, Deepali Doley Barman who is a post graduate from Jawaharlal Nehru University in Political Science and a son, Pradeep Ranjan Doley Barman who is currently working in the Canadian Arctic on Canine Human relationships [13] and is a sessional lecturer for Anthropology in the University of Regina [14] [15][16]
