Early Life

Quinn is a graduate of Texas A&M in College Station, Texas.[3]

Career

Quinn began his work in economic development in 2004 when he joined the Levelland Economic Development Corporation in Levelland, Texas, as executive director[4]. He facilitated many economic development projects there, including the $64 million Levelland/Hockley County Ethanol plant,[5] an $8.6 million Levelland Industrial Rail Park,[6][7][8]and the $15 million Mallet Event Center & Arena[9]

From 2011 to 2014, Quinn served as executive director of the Bastrop Economic Development Corporation in Bastrop, Texas[10], where he helped the community navigate the challenges of rebuilding in the wake of the Bastrop County Complex Fire, a wildfire that destroyed approximately 1,700 homes and 34,000 acres of pine forests. Quinn worked closely with regional officials to drive financial investment and revitalization, including Marietta, Georgia-based Johnson Architectural Metal Company choosing to build its $2.26 million expansion in Bastrop.[11]

Quinn joined the Frisco Economic Development Corporation in 2014,[12] where he served four years as vice president and led a team of economic developers in Frisco, Texas, one of the nation's fastest-growing cities.[13]

He is a past chairman of Team Texas, an economic development marketing association promoting over 100 cities statewide. He is also a past chairman of the High Ground of Texas, a marketing association promoting economic development for more than 60 counties in West Texas, where he also served as a founding board member for the region's education foundation.[14]

Currently Quinn serves as the economic development director for Fairview, Texas,[14] in addition to his entrepreneurial ventures that include co-founding Day One Experts, an economic development and small business consulting firm, with partners Jim Gandy and Jason Adams.The group also founded Texas Economic Development Connection, which aligns business founders with Texas economic development teams statewide to foster business investment, relocation and expansion.[3]

He is a graduate of the Advanced Economic Development Leadership program in which he became certified as a Master Economic Development Practitioner.[15]

Quinn draws upon his business and personal experiences to present as a motivational speaker and panelist at conferences across many industries, including wellness, leadership, economic development, marketing and social media.[14]

He is a Rotary International Paul Harris Fellow[16] and a past president of Levelland Noon Rotary.[17]

Personal Life

Quinn and his wife, Kimbra, and their children live in Frisco, Texas.[2]
