Carsten Breuer (born December 1, 1964) is a general of German Army. He serves as the 17th Inspector General of the Bundeswehr, the German Armed Forces.

Life

After graduating from high school in 1984, Breuer joined the Bundeswehr as an officer candidate. He initially served with the Anti-Aircraft Regiment 11 in Achim, a unit of the former Air-defence unit of the Army (Heeresflugabwehrtruppe). In 1985 he was delegated by Bundeswher to study. Breuer studied pedagogic at the University of the Federal Armed Forces in Hamburg. He completed his studies in 1988 with a degree in pedagocics (univ.).[1]

He went through various assignments in the army and took part in a General officers course of Bundeswehr. In 2001 he worked briefly as a staff member in the troop command at the Federal Ministry of Defense in Bonn. He also had an assignment at the American General Staff Training, Command and General Staff College at Fort Leavenworth, Kansas, USA. Later he worked at the Supreme Allied Commander, Transformation and head of department Capability Development/Strategic Plans and Policy at NATO Headquarters in Brussels. Up from 2017 he worked at the Federal Ministry of Defense in Berlin and became Commander of the Territorila Command of the Bundeswehr in Berlin.[2]

Breuer served at the German contingent of KFOR in Prizren, Kosovo. In 2017 hew was Director Current Ops of the ISAF Joint Command in Kabul, Afghanistan.

In 2021 chancelor Olaf Scholz appointed him head of the combined civil-military COVID crisis command in the Federal Chancellerys office.

After the start of the Russian invasion of Ukraine, Breuer said that the Territorial Command also serves to prepare for situations that are "not quite peaceful anymore, but not yet war".[3]

The then new Defense Minister Boris Pistorius (SPD) appointed Lieutenant General Carsten Breuer in March 2023 inspector general of the Bundeswehr. He succeeded Eberhard Zorn as the highest-ranking German soldier.[4]
