Bharat Lal Meena is an Indian Administrative Services (IAS) officer of the 1985 Cadre of Karanataka. He is very well known for the development works undertaken in various Government departments in BBMP, BESCOM, HESCOM, and retired as additional chief secretary of the Higher Education Department, Government of Karnataka.

He has authored 2 books Asarkari Prashasan: Nayi Soch, Nayi Drishti, and Innovations in Administration that are published by Prabhat Prakashan publications. He has also authored articles on human principles and social values that are published over his social accounts.
