Arun Goel (born 7 December 1962) is an former Indian bureaucrat who is serving as Election Commissioner of India (ECI) since 21 November 2022. An 1985 Indian Administrative Service (IAS) batch from Punjab cadre, he has previously served as secretary of Culture and Heavy Industries of Government of India. Goel had served for 37 years in this service.[1]
Birth and Education
Goel was born on 7th December 1962 at Patiala, Punjab. He holds an M. Sc. in Mathematics and was recognized with the Chancellor's Medal of Excellence.
He holds a postgraduate degree in Development Economics with distinction from Churchill College in Cambridge, England, and has studied at Harvard University's John F. Kennedy School in United States.[2]
Career
In Punjab, he was Principal Secretary. He participated in electricity reform implementation in the state and worked on the New Chandigarh master plan.
Later he was centrally deputized in 2011. In addition, he served as the Ministry of Culture's Secretary, Vice-Chairman of the Delhi Development Authority, Additional Secretary and Financial Advisor for the Ministry of Labour & Employment, and Joint Secretary for the Ministry of Finance's Department of Revenue.[3]
He has been appointed as Secretary for Culture from May 2018 to December 2019. Later he was sent to Heavy Industries. He voluntarily retired on 18 November 2022.[4]
Election Commissioner
After the vacant seat of Sushil Chandra in May 2022, President Draupadi Murmu appointed him as the Election Commissioner of India on 21 November 2022, 3 days after his superannuation. Goel will be in position to succeed Rajiv Kumar as Chief Election Commissioner (CEC) when he retires in February 2025. Goel will serve in that position until December 2027.[5]
Objections to his appointment
After his appointment, The Association for Democratic Reforms (ADR), an independent electoral organization, challenged his appointment before the Supreme Court of India on the same day. The petition from ADR claims that Goel was chosen by a "deficient" panel and that other qualified applicants were overlooked.[6]
It was supposed to be heard at Justice K. M. Joseph bench but he on 2 March 2023 ordered creation of a three-member panel consisting of the Prime Minister, Leader of Opposition in the Lok Sabha or leader of largest opposition party and the Chief Justice of India to recommend names for appointment of CEC and ECIs by the President and withdrawn himself from the case.[7]
