Anna Zamazeeva (Ukrainian: Замазєєва Ганна Володимирівна, born on October 26, 1980, Mykolaiv, Ukraine) — Ukrainian politician and public person. Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE).[1]. Former Head of the Mykolaiv Oblast Council from December 9, 2020 to March 10, 2023[2]. Member of the Coordination Headquarters on Treatment of Prisoners of War.

Biography

She was born on October 26, 1980 in Mykolaiv. She graduated from the “Kyiv-Mohyla Academy” National University, with a master's degree in Political Science and Public Administration, as well as from the European University - in Finance and Credit. She obtained PhD in Economic Sciences at the Odessa National Academy.

Anna Zamazeeva has more than 20 years of experience in the financial and banking sphere, 14 years of which - on a management positions. She was also a lecturer at the Petro Mohyla Black Sea National University, specializing in "Finance and Credit" and "Banking".

Since 2007 - a member of the international public organization "Rotary International" (main activities: supporting education, ensuring the growth of the regional economy).

Until December 2020, she has been the Chairman of the Board of the All-Ukrainian Association of Financial Companies in Mykolaiv.

In October 2020, Anna Zamazeeva was elected as a deputy of the Mykolaiv Regional Council of the 8th convocation on behalf of the political party "Servant of the People".

From December 9, 2020 to March 10, 2023, Anna Zamazeeva was the Head of the Mykolaiv Regional Council.

Since March 10, 2023, she has been appointed as the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) by the Ukrainian Government decree.

Professional activities

Anna Zamazeeva was a member of the working groups at the National Bank of Ukraine and the National Financial Service Commission on the development of regulatory acts in cooperation with World Bank, USAID project "Financial Sector Transformation", FinReg project, GIZ project and other.

She was a member of working groups and used to be an expert in conferences organized by the NBU, the National Financial Services Commission, the National Commission for Regulation of Financial Services Markets, the Verkhovna Rada Committee on Financial Policy and Banking, the Antimonopoly Committee of Ukraine etc.

As an expert she participated in international conferences on microfinancing, organized by the Microfinance center in Bilbao (Spain) and Istanbul (Turkey) [3].

Member of the Committees of the Verkhovna Rada working groups on drafting legal acts/laws "On consumer lending", "On consolidation of the market of financial services", "On currency and foreign exchange operations", "On prevention and countermeasures against the legalization (laundering) of proceeds obtained through crime, the financing of terrorism and the financing of the proliferation of weapons of mass destruction", "On the financial ombudsman institution" and others.

Deputy Head of the Chamber of Regions at the Congress of Local and Regional Authorities of Ukraine (elected on June 8, 2021) [4].

Ukraine representative of the Ukrainian delegation to the Congress of Local and Regional Authorities of the Council of Europe for 2021-2026 in accordance with the President of Ukraine Decree dated February 10, 2021 No. 54/2021 [5].

Chairman of the Supervisory Board of the All-Ukrainian Association of Financial Companies[6].

At the beginning of the full-scale russian invasion of Ukraine Anna Zamazeeva has opened the Humanitarian Headquarters of the Mykolaiv region. It provides assistance to the residents of the Mykolaiv and Kherson regions, who were the most affected by russian armed aggression[7].

Also Anna Zamazeeva is the ambassador of the charitable foundation "Light Affairs"[8].

She was one of the initiators of creating the Southern branch of the Coordinating Headquarters for the Treatment of Prisoners of War. The branch is based in Mykolaiv and supports the families of prisoners of war from the Mykolaiv, Odesa and Kherson regions. The branch provides legal, social and psychological assistance to the relatives and friends of prisoners of war, and also deals with the rehabilitation of soldiers who have returned from russian captivity[9].

She is a member of the Coordinating Headquarters on the Treatment of Prisoners of War[10].

Personal life

Married, raising the daughter Oleksandrina and the son Mykhailo.[11]

Awards

  • On December 8, 2021, Anna Zamazeeva was awarded the Order of Princess Olga (III degree) for significant personal contribution to state building, development of local self-government, many years of conscientious work and high professionalism according to the Presidential Decree[12]
