Šime Jozipović is a Croatian legal expert[1], legal scholar, associate professor of Tax law, European Business and Commercial Law at the University of Split.[2][3][4] He is also the chief executive officer of Mandracchio Capital d.o.o.[5] His legal practice includes advising entrepreneurs and foreign investors on commercial, financial, and company law matters arising in the course of establishing and operating businesses in Split and Croatia.[6]

Additionally, he has publicly advocated for reforms to the Croatian legal framework governing retirement and pension investment funds, and has collaborated with the State Attorney’s Office on educational initiatives for state attorneys and law enforcement personnel related to the prevention of commercial and economic crime.[1][2][7][8]

He has worked in academic and professional settings in Croatia, Germany, and the United States, focusing on European tax law, state aid rules, financial regulation, and the legal foundations of entrepreneurship.[7]

He has held research and teaching roles at institutions including Harvard Law School, the Max Planck Institute for Tax Law and Public Finance, and the University of Split.[9][10][8]

Early life and education

He earned a Master of Laws degree from the University of Split Faculty of Law in 2011.[5] He then pursued multiple postgraduate programs at LMU Munich:

  • Master of Laws (2011–2013), graduating as the top student of his cohort.
  • Master of European and International Business Law (2013–2015), with the highest grade.
  • PhD in law (2013–2018), awarded summa cum laude, with a dissertation on the application of EU state aid law to international tax matters.[11]

In 2015–2016, he completed an LL.M. in Tax Law at Harvard Law School, receiving academic distinctions for his work on taxpayer rights and tax enforcement.[9]

He also attended the Max Planck Institute for Tax Law and Public Finance as a visiting researcher.[10]

Academic career

Since 2019, Jozipović has been an associate professor of commercial, corporate, and financial law at the University of Split Faculty of Economics. He teaches courses in business law, commercial law, corporate governance, and taxation.[3]

From 2021 to 2023, Jozipović held the Jean Monnet Chair in Financial and Economic Law at the University of Split, a named chair awarded by the European Commission to promote excellence in teaching and research on European Union law and policy.[12][13] As part of this appointment, he participated in and contributed to the activities of the European Business and Financial Law (EBFLA) programme implemented under the Jean Monnet Chair framework, as recorded in the Croatian Research Information System (CroRIS).[14] As holder of the Jean Monnet Chair, Jozipović has provided expert commentary in national media on EU financial policy, including the digital euro and the growing role of virtual currencies.[2]

Legal practice

He advises international clients on Croatian corporate, business, and tax law, with a focus on cross-border transactions, foreign investment, and market entry.[15][16] His work includes structuring companies in Croatia, drafting shareholder and investment agreements, advising on international tax matters, ensuring regulatory compliance, and resolving legal disputes that arise when foreign nationals operate businesses in Croatia or interact with Croatian authorities.[15][6]

He also acts for technology companies and startups active in Croatia, covering corporate structuring, commercial contracts, financing, regulatory compliance, and risk management. His experience includes matters involving emerging technologies, digital assets, and complex cross-border elements.[17][18][19][20]

Industry, entrepreneurship, and public engagement

In 2017, he started working with the University of Split business startup incubator on entrepreneurial issues in Croatia.[21] Since 2019, he has been involved in mentorship initiatives for entrepreneurs through programs such as the Bond Croatia mentor network.[22] Through these roles, he has worked on startup-related legal issues in Croatia, including company formation, founders’ agreements, equity arrangements, and contract matters for early-stage businesses.[21][22]

He has provided legal guidance to teams in the Croatian startup ecosystem, including participation in programs featured by Digitalna Dalmacija and BizTalk events.[17]

Before founding Mandracchio Capital, Jozipović was involved in several technology and startup initiatives in Croatia, including projects presented at national and international innovation events such as CES and Idea Knockout.[23][24][25][26]

In 2024, he founded Mandracchio Capital, a firm providing legal and regulatory advisory services related to company formation and business operations in Croatia and the European Union. Its work includes advising entrepreneurs, founders, and expatriates on business setup in Croatia, including incorporation procedures, company formation in Split, governance structures, taxation, and regulatory compliance.[27]

He also delivered guidance to foreign entrepreneurs at FBÖAHR’s 2024 business forum, where he spoke about legal risks in market entry.[6]

Public policy work and institutional engagement

Beyond academia, Jozipović has been engaged in public discussions and professional forums as an academic expert on taxation, financial regulation, and legal policy.[2][28]

He has participated as a speaker at institutional and professional events addressing topics such as taxpayer rights, regulatory challenges, and initiatives related to digital and commercial crime prevention.[29][1]

His academic work has examined the design of pre-insolvency procedures and the limits of tax authorities in debt-relief frameworks, including a 2016 presentation co-authored with Harvard professor Keith Fogg at the International Conference on Taxpayer Rights.[29]

In addition, he has publicly advocated for reforms to the Croatian legal framework governing retirement and pension investment funds,[28] and has collaborated with the State Attorney's Office on educational initiatives for state attorneys and law enforcement related to commercial and economic crime prevention.[1]

Honors and awards

He has received several academic awards for his work in the field of business law as well as taxation, including the award of the European Public Law Organization for his research on state aid and taxation [30] and the University of Split award for best monograph.[31]

In 2020, Jozipović received a prestigious award from the European Public Law Association for his doctoral research, which was recognized as one of the leading public law dissertations in the European Union that year.[32]

Academic work and publications

Jozipović's research focuses on the development of international and European tax systems, including corporate taxation in the aftermath of the BEPS reforms, the application of EU state aid rules to national fiscal autonomy, the regulation of new technologies, and the alignment of Croatian financial legislation with European standards.[33] He has published analyses of taxpayer rights, enforcement of tax debts, and the functioning of tax administrations in journals such as EC Tax Review, Intertax, and Croatian legal periodicals.[34]
