Aliyev Ruslan Allahverdi ogly[1] (Azerbaijani: Ruslan Allahverdi oglu Aliyev; born January 24, 1974, in Moscow, RSFSR, USSR) is an Azerbaijani and Russian statesman and scientist. He is recognized as the first acting trade representative of the Azerbaijan Republic in the Russian Federation,[2][3] an Ambassador Extraordinary and Plenipotentiary of the 2nd class, a Doctor of Philosophy, and the founder of the Department of International Complex Problems of Natural Resources and Ecology at the Moscow State Institute of International Relations (MGIMO). Aliyev is also a member of the MGIMO Alumni Association.

Biography

Early Life and Education

Aliyev was born in Moscow to the family of the head of the district police department in Lankaran, Azerbaijan Republic, and a high school teacher. His father was studying at the All-Union Correspondence Institute of Law, now known as the Moscow State Law Academy, named after Kutafina. Alongside Ruslan, the family included two other children: Azer Aliyev and Natavan Aliyeva. He lived in Moscow until 1977 before moving to Baku.

In 1990, Aliyev graduated from secondary school No. 6 in Baku and enrolled at the Faculty of Law at MGIMO. He completed his graduate studies at MGIMO in 1996. In 1998, he defended his dissertation for the degree of Candidate of Economic Sciences on "International standards and practice of regulating trade in insurance services" at MGIMO's Department of Insurance.

Aliyev also studied at the Royal Chartered Insurance Institute in London (1998–1999) and completed advanced training in "Oil and Gas Production" at the Russian State University of Oil and Gas named after I.M. Gubkin in 2018. In 2020, he completed the "University Electronic Educational Environment" program at the MGIMO School of Business and International Competencies and defended his thesis on "Management of a Global Energy Company Taking into Account Environmental Risks," earning an MBA in "International Oil and Gas Business."

Career

Aliyev began his career at the Embassy of the Republic of Azerbaijan in the Russian Federation in September 1996, working as the 3rd and 2nd secretary. In January 1999, he joined the Ministry of Foreign Affairs of Azerbaijan as the First Secretary of the Department of Multilateral Cooperation on International Legal Issues.

In March 2000, Aliyev moved to the State Oil Company of the Republic of Azerbaijan (SOCAR), serving as deputy head of the foreign investment department. He was also a member of the supervisory board of the Ateshgah insurance company.

Subsequently, Aliyev worked at LUKOIL and later at SG Capital, eventually becoming the President of the LUKOIL Insurance Group in 2007 and General Director of OJSC Capital Insurance in 2008. Since November 2010, he has been the Chairman of the Board of Directors of Ateshgah Insurance Company OJSC in Azerbaijan.

In 2010, Aliyev was instrumental in founding the department of international complex problems of environmental management and ecology at MGIMO,[4] serving as its head until September 2022. In 2017, he was appointed as the first Trade Representative of Azerbaijan in foreign countries[2] by the President of Azerbaijan.

  • 2018: Received a medal from the Baku Nobel Heritage Foundation and the Baku International Petroleum Club.

  • 2023: Awarded the badge "For Interaction[5]" by the Russian Ministry of Foreign Affairs.[6]

Aliyev's contributions extend beyond his professional roles into various social, scientific, and international activities:

  • In 2022, he was awarded the academic title of associate professor.
  • He serves as the Executive Secretary of the MGIMO Association in Azerbaijan.
  • He is the Chairman of the Commission on Sustainable Development of Regions of the Russian United Nations Association.
  • Aliyev is the Head of the Baku module of the MBA program "International Oil and Gas Business" at the MGIMO School of Business and International Competencies.
  • He was a participant in the Russian delegation at several significant international conferences:
    • The 17th Conference of the Parties to the UN Framework Conference on Climate Change (UNFCCC) in Durban, South Africa (2011).
    • The UN Conference on Sustainable Development Rio+20 in Rio de Janeiro (2012).
    • The 27th Conference of the Parties to the UN Framework Convention on Climate Change (COP-27), Sharm el-Sheikh (2023)[7][8]
