Phil A. Tufi was born June 12, 1968 in Eureka California. He attended Syracuse University and Leningrad University where he studied Russian studies and broadcasting. He later pursued a degree in Political Science and International Relations at bellevue University.

Tufi's novels focus on Cold War intelligence, espionage, and geopolitical strategy. His works often explore bureaucratic absurdity, international power struggles, and intelligence warfare.
