E. C. Mobley was a member of the Texas House of Representatives. He defeated Hal Geiger who was seeking re-election in Robertson County, Texas in 1882. Mobley resigned his office when he moved out of the district and Geiger won the special election to replace.him.[1][2]
He appears to have been a reverend.
